The following provides information about the committees and processes that lead the planning and implementation of development projects at the Grama Panchayat level. As part of Kerala's People's Planning Movement, a strong grassroots-level planning system is in place.
Key Components of the Planning Process at the Grama Panchayat Level
1. Development Standing Committee
The Development Standing Committee is primarily responsible for planning development projects at the Grama Panchayat level.
Responsibilities: To prepare development projects in sectors such as agriculture, soil conservation, social forestry, small-scale industries, housing, public works, etc., and to evaluate their progress.
2. Working Groups
Working Groups are constituted for various sectors to prepare the annual plans of the Grama Panchayat in a systematic and prioritized manner.
For example, separate Working Groups are constituted for areas such as agriculture, production sector, health and sanitation, poverty alleviation, women and child development, etc.
Members: Elected representatives, concerned officials such as the Agricultural Officer and Village Extension Officer (VEO), and local experts are included as members.
3. Grama Sabhas and Plan Formulation
The actual planning process begins with the Grama Sabhas.
Grama Sabhas: Voters from each ward come together to discuss the development needs of the locality and submit their suggestions and proposals.
Development Seminar: The proposals received from the Grama Sabhas are consolidated, and the Working Groups prepare projects based on them. These projects are subsequently discussed at the Panchayat-level Development Seminar, where the annual plan is finalized.
District Planning Committee (DPC)
The District Planning Committee (DPC) is responsible for the administrative approval and final approval of the plans prepared by the Grama Panchayat.
The DPC functions in accordance with Article 243ZD of the Constitution of India.
The District Panchayat President serves as the Chairperson and the District Collector serves as the Member Secretary. The committee is responsible for allocating funds for the plans of Local Self Government Institutions and approving amendments to the plans.
Note: At the Central Government level, in order to make decentralized planning more participatory, special Grama Sabhas are convened every year from October to December as part of the GPDP (Grama Panchayat Development Plan) or the People's Planning Campaign. The plans are subsequently up loaded to the e-GramSwaraj portal.
