The Local Self Government Department (LSGD) has put in place several mechanisms for addressing complaints related to Grama Panchayats. The major grievance redressal mechanisms currently available are given below:

K-SMART Online Portal
K-SMART is an integrated system for providing online services of Local Self Government Institutions. The public can submit complaints and objections through this online system.

Public Grievance Cell – LSGD
Complaints can be submitted through the Public Grievance Cell functioning under the Local Self Government Department.
The Local Self Government Department has provided dedicated WhatsApp numbers for submitting complaints regarding delay in receiving services, corruption, and matters related to the Waste-Free New Kerala initiative.

Ombudsman for Local Self Government Institutions
The Ombudsman for Local Self Government Institutions is a state-level authority established for conducting detailed and general inquiries into allegations of corruption, maladministration, and irregularities committed by the members of the governing committee, including the President of Local Self Government Institutions, officials, and officers appointed directly or indirectly to Local Self Government Institutions, as well as transferred officials, while discharging their administrative duties. The Ombudsman is also empowered to dispose of such complaints in accordance with the provisions of the Act.

Tribunal for Local Self Government Institutions
The Tribunal for Local Self Government Institutions is responsible for considering and deciding appeals and revisions against decisions of Local Self Government Institutions. A legal expert holding the rank of a District Judge is appointed as the Tribunal.
The Tribunal is also empowered to express its opinion when the Government seeks its views regarding the legality and validity of decisions taken by Local Self Government Institutions.
A petition against an order must be submitted to the Tribunal in Form C within 30 days from the date of the order against which the complaint is made. With the permission of the Tribunal, a petition or revision may be submitted with a delay of up to one month.
If a petition submitted before a Local Self Government Institution has not been disposed of even after 60 days, a petition may be filed before the Tribunal within 90 days.
Since there may be respondents opposing the petition, a self-attested copy of the petition along with the relevant documents and, as far as possible, affidavits may be submitted directly to the Tribunal or sent by registered post.
A Demand Draft (DD) for ₹50, payable at the Thiruvananthapuram office of the Tribunal, must also be enclosed with the petition. In addition, a ₹100 Legal Benefit Fund stamp must be affixed to the petition.

Chief Minister's Public Grievance Redressal System
This is an online system for receiving administrative complaints relating to the Government as a whole. The website has been established to address public grievances efficiently and includes options for submitting complaints, checking their status, and identifying the concerned officers.
It also includes dashboards for state services, grievance information and redressal, and relief fund reports, as well as a public service certificate. The portal aims to make citizen services more people-friendly and service-oriented.
Any complaint related to the Local Self Government Department can be submitted through this system. The complaint will be forwarded to the concerned department for necessary action.

Grievance Redressal System of the Minister for Local Self Government and Excise Departments
This is a grievance redressal system connecting various levels of offices under the Local Self Government and Excise Departments. The online grievance redressal portal can be used to submit complaints related to these departments to the Minister.
The complainant will receive SMS notifications regarding each stage of the progress of the complaint.

Vigilance Wing
The LSGD Vigilance Wing, functioning in association with the Secretariat, examines complaints and objections received from the public regarding unauthorized/illegal building constructions across the State and irregularities in the related files, with the objective of taking strong action against unauthorized building constructions.
