  • Chairperson: The Vice President of the Grama Panchayat is the ex-officio Chairperson of this committee.

  • Members: The committee consists of a specified number of members elected from among the Panchayat members.

2. Main Responsibilities and Powers

The primary functions of the Finance Standing Committee include:

  • Budget Preparation: Preparing the annual budget containing the estimated income and expenditure of the Grama Panchayat is the key responsibility of this committee. This is subsequently submitted for the approval of the Panchayat Committee.

  • Financial Control: Monitoring the revenue and expenditure of the Panchayat and ensuring that funds are utilized in accordance with prescribed guidelines.

  • Taxes and Revenue: Supervising the levying and collection of taxes (property tax, profession tax, etc.) and fees to enhance the Panchayat's own revenue/funds.

  • Accounts and Audit: Preparing the annual accounts of the Panchayat, reviewing audit reports, and taking necessary measures to resolve any audit objections.

  • Project Coordination: Assessing and arranging the required financial support for projects proposed by other standing committees (Development, Welfare, Health & Education).

This committee acts as the custodian of the Panchayat's treasury. The Panchayat cannot take decisions involving major financial liabilities without the sanction or recommendation of the Finance Standing Committee.
